U.S. Army Corps of Engineers PROCUREMENT ANALYST in Redstone Arsenal, Alabama

Summary About the Position: U.S. Army Corps of Engineers is located in Huntsville Alabama a high-tech city nestled between the edge of the Appalachian Mountains in North Alabama and the Tennessee River. The Huntsville area has one of the largest research parks in the United States, and the technical community is fortunate to have access to the undergraduate and graduate curricula of several excellent engineering universities. It is also home to the U.S. Space and Rocket Center. Responsibilities Serve as a senior Procurement Analyst, who is the principle technical advisor responsible for planning and directing the work of same and lower graded personnel. Develop methods and procedures to ensure contractual documents are prepared and executed in accordance with established laws, regulations, and policies. Advise management of technical functional problem areas and recommends solution. Responsible for oversight of acquisition policy, pricing, automation, budget, and/or review and analysis activities to include contractual action reviews. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the GS12 grade level or equivalent in the Federal service which includes work that involves the development and promulgation of acquisition policies; reviewing acquisition strategies, justifications and approvals (J&As), negotiation strategies on major contracts; applying procurement laws, rules, regulations, decisions; coordinate internal compliance reviews and external audits inspections; directing procurement program; and providing guidance for contracting policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Influencing/Negotiating Preparation and Negotiation Procurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
