Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Chief of the Acquisition Management Division, Radar Branch in a Program Management Directorate of a Project Management organization responsible for planning and developing the acquisition strategy for major weapon system(s). Responsibilities Establishes guidelines for subordinates based on higher echelon guidance, program requirements, and relationship with other organizations and programs. Furnishes technical and administrative advice and assistance to resolve problems and assure continuity of efforts. Identifies operating problems, develops solutions and monitor implementation of changes. Provides expert consultant services for procurement laws and regulations, acquisition strategy, production capabilities, Freedom of Information Act (FOIA) actions, and contract administration. Assists employees in preparing career plan, develop, or participate in the development of work performance standards. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-03/ GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Interpreting regulations and directives emanating from higher levels; 2) Developing plans for executing acquisition initiatives to include development of new or modifying existing contracting and acquisition systems; and 3) Providing assistance with highly visible and complex procurements. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information NOTE: This supervisory position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Salary for the position will be set within a range from $127,073 to $165,197 with locality. If the incumbent's salary currently exceeds this level, the salary will be at the incumbent's existing salary. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
