Katmai Junior Contract Administration Support in RICHLAND, Washington

Summary:

Provide general support services for the Hanford Procurement Division (HPD).

Essential Duties & Responsibilities:

  • Analyze current processes and make recommendations for process improvements to gain efficiencies and provide consistency between organizations.

  • Assist contracting officers and contract specialists with general day-to-day contract administration duties.

  • Assist with drafting contract documents.

  • Assist with new awards, modifications, and closeouts utilizing procurement system (STRIPES).

  • Assist with developing, preparing, scheduling, and presenting instructional and training resources.

  • Assist with the preparation of cost/price analysis and estimates.

  • Assist with the preparation of various reports.

  • Assist with the review and process of contractor invoices in a timely fashion.

  • Assist with tracking various actions including updating workload tracking tools.

  • Ensure timely and accurate compliance with monthly and quarterly reporting requirements.

  • Gather information for various audits or data calls.

  • Gather information for various negotiation sessions.

  • Support complex subcontract reviews in accordance with DOE and local guidance as requested.

  • Support correspondence creation.

  • Support in coordinating Contractor Performance Assessment Reporting evaluations such as requesting technical input, technical editing, monitoring schedule, and working with the contracting officers and contract specialist to ensure timely submittal.

  • Support in writing complex Pre-Negotiation Plans/Price Negotiation Memorandums, and support DOE contracting personnel in the process for negotiating large, complex, sole source contracting actions.

  • Support of HPD actions file merging of files on websites/share drives or other required methods.

  • Support writing, developing, issuing, updating and revising policy, desk guides, and procedures.

  • Support purchase card program manager with reconciliations, tracking, monitoring, presentation and training activities.

  • Support review of contract actions submitted for policy compliance.

  • Support the process of contract modifications for Indefinite Delivery/Indefinite Quantity (IDIQ) task orders on directed work scope or reliability projects.

  • Support the review and process Requests for Services (RFS) submittals submitted by other DOE contractors.

  • Utilize business operations experience to conduct tasks with minimal supervision.

  • Maintain regular and punctual attendance.

  • Perform additional duties as assigned.

Job Requirements:

Minimum Qualifications:

  • BS/BA degree in a business field of study (Accounting, Economics, Management, Marketing, etc.). AA plus three (3) years of experience in a business field may be substituted for BS/BA. Six (6) years of experience in a business field may be substituted for BS/BA.

  • Minimum of two (2) years of experience in procurement or contract administration.

  • Proficiency in Microsoft 365. Expert knowledge of MS Word and Excel highly desired.

  • Ability to manage work environment and workload with minimum of supervision, based on knowledge of work priorities.

  • Ability to perform in a fast-paced, high-stress work environment on highly visible workloads with relative autonomy.

  • Ability to set and achieve goals, working successfully as an individual contributor or as part of a team.

  • Strong clerical, administrative, and organizational capabilities.

  • Experience in all areas of Government contract formation, administration, and contract negotiations, either federal or commercial, from small purchases up to $10 Million or more in value.

  • Experience in policy preparation and policy management, evaluations, and assessments of contract documents, and quality assurance of contract administration.

  • Experience in reading, interpreting, and understanding the regulations associated with the DOE, Procurement, Financial Assistance policies.

  • Experience in supporting organizations with, tracking, monitoring, review and coordination efforts.

  • Experience interfacing with senior level management.

  • Experience performing cost/price analysis (within DOE preferred).

  • Experience with other procurement activities such as processing requisitions, purchase orders, and reconciling government or corporate purchase card or credit card statements.

  • Experience with technology management tools employed at Hanford.

  • Experience with writing Pre-Negotiation Plans/Price Negotiation Memorandums (within DOE preferred).

  • Working level knowledge of DOE Hanford processes and procedures.

  • Working level knowledge of DOE’s program management practices, policies, and procedures.

  • Working level knowledge of Hanford Site mission, activities and priorities.

  • Must obtain and maintain any necessary security access and/or background checks (U.S. Citizenship required).

Work Environment:

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.

Physical Demands:

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. Compensation & Benefits Package:

  • Up to $115,000/annually
