Job Duties

The Virginia Department of Emergency Management (VDEM) is seeking qualified candidates for the position of Senior Grants Business Analyst. The Senior Grants Business Analyst will be responsible for overseeing the system maintenance and enhancements for the Virginia Department of Emergency Management (VDEM)'s grant management systems, including VDEM EM Grants, Crisis Track, and VDEM's damage assessment software. The individual in this role will work closely with third-party vendors to scope and test updates, as well as lead the development of a comprehensive reporting system that allows VDEM to monitor, analyze, forecast, and report on all aspects of its grants and recovery efforts. The Senior Grants Business Analyst will ensure that VDEMs systems support the departments operational needs in grant management, disaster recovery, and reporting. The Senior Grants Business Analyst will be responsible for supervising the Grants Business Analyst position.

Duties include but are not limited to:

-Oversee the development and implementation of VDEM's Grants system standards and enhancements. -Oversee the development of a robust grant and disaster reporting system. -Coordinate and communicate with third-party vendors to ensure the timely scoping, testing, and deployment of system updates and enhancements. -Collaborate with various internal teams to improve the efficiency and effectiveness of the Grants Management process. -Produce and maintain documentation of system configurations, policies, procedures, and job aids to ensure compliance with relevant regulations. -Provide technical assistance and end-user training and support to ensure effective use of VDEMs Grant systems. -Supervise and provide leadership to the Grants Business Analyst.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations such as inclement weather and natural or human-made disasters. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications

-Ability to manage a range of tasks, from moderately complex to multiple, high-level projects or systems independently, with a focus on handling technical challenges and variation. -Considerable knowledge of business processes, operations, and systems specific to grants management and disaster recovery. -Proficiency in utilizing modern frameworks and methodologies, including business intelligence tools and Power Apps, to design and implement effective business analysis activities. -Extensive experience in conducting requirements analysis, documentation, and validation, with a solid understanding of best practices for collaborating with stakeholders to capture and define business needs. - Experience with, and/or knowledge of capabilities working with Microsoft suite of SharePoint, business intelligence tools and applications. -Expertise in managing organizational change, ensuring successful implementation of new processes, systems, and technologies. -Exceptional communication skills, capable of engaging effectively with stakeholders at all levels through verbal, written, and presentation formats, conveying complex concepts clearly and succinctly. -Proven ability to mentor and coach business analysts, creating a positive learning environment that encourages continuous growth and development within the team. - Proven track record of leading and supervising, promoting collaboration, mana ing performance, fostering professional development and driving results.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
