State of Utah - Jobs Structures Planning and Program Manager in SALT LAKE CITY, Utah

The Utah Department of Transportation (UDOT) is looking for a motivated individual to join the Structures Division as the Structures Planning and Program Manager (Engineering Manager II). The Structures Planning and Program Manager is critical for managing the development of the bridge programs (currently $131M,including $45M annually for the Bridge Formula Program),as well as supporting the  four UDOT Regions in regards to bridge scopes within Region Programs. This position requires a strong understanding of bridge condition in order to support establishing performance targets on which prioritization will be based. This position also requires a strong understanding of both design and construction for bridges in order to make project scoping recommendations,review and sign off on scope and estimate reports,provide input on grant pursuit prioritization,provide oversight on feasibility studies,provide recommendations for Region concept reports,and make recommendations for improving and updating prioritization processes. This position requires a strong understanding of federal and state funding categories and applicability. Principle Duties As the Structures Planning and Program Manager,you will:

  • Set goals,establish priorities,manage resources,and develop concepts and approaches,review projects progress and results; make management decisions.

  • Supervise personnel including hiring,determining workload and delegating assignments,training,monitoring and evaluating performance,and initiating corrective or disciplinary actions.

  • Coordinate and/or act as a liaison between the Structures Division and other internal and external partners,work units,organizations,suppliers,etc.

  • Maintain the Structures Division multiple programs,including establishing funding recommendations and management of several funding sources.

  • Participate in the selection of consulting engineers,as well as oversee and review their work products.

  • Act as a resource for management and staff; provides technical support within Bridge Management.

  • Write,review,and approve various reports including Scope and Estimate Reports,Feasibility Studies,Scoping Reports,and Program Consistency Review memos.

  • Ensures all required aspects of contracts are completed according to specifications and to contract requirements.

  • Deliver presentations,training,or instruction to staff,management,clients,or the general public.

  • Monitor and evaluate operations,programs,processes and/or practices for quality and effectiveness; makes recommendations for improvement.

The Ideal Candidate The best person for this position:

  • Must be registered as a professional engineer (PE) in Utah.
  • Will have at least four years of engineering experience following licensure as a PE.

Preferences Preference may be given to those with at least one of the following:

  • Experience with bridge planning,estimating,load rating,in-service bridge inspection,or design.
  • Experience maintaining large programmatic budgets
  • Experience managing personnel and contracts
  • Master's degree in Structural Engineering

Supplemental Information Here is some information you should be aware of:

  • Position may require travel throughout the state.  A valid driver's license is required.
  • Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g., safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Typically,the employee may sit comfortably to perform the work; however,there may be some walking; standing; bending; carrying light items; driving an automobile,etc. Special physical demands are not required to perform the work.
  • Employee may perform field work,which will require the employee to work outside. This will require the use of special safety precautions and/or equipment.
  • Employee may be reassigned to a different location as deemed necessary by the Group Leader.
