Responsibilities

In this role, the Supervisor will supervise the MSTS Special Technologies Laboratory (STL) Facilities Section which provides the facility maintenance, repair, and custodial operations, as well as movement of equipment and furniture for the STL facilities located in Santa Barbara, CA.

Key Responsibilities

  • Direct supervision of the day-to-day activities of facility maintenance employees. Supervises individual contributors, including approving time, participating in performance evaluations, and participating in the selection process of new employees, etc.

  • Provide technical direction and guidance on the facility staff work performance. These routine facility tasks include but are not limited to troubleshooting HVAC concerns, routine plumbing, painting, electrical, janitorial, and custodial operations. It also includes the movement, assembly and installation of furniture, modular partitions, equipment, and machinery.

  • Perform the role of the Subcontract Technical Representative (STR) for purchase orders including scheduling, escorting, and supervision of any sub-contractors needed to assist with routine maintenance or repair activity tasks.

  • Will perform work of the same type as those being supervised, as well as provide technical guidance.

  • Creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.

  • Coordinate the purchase orders for all the routine facility materials and supplies needed to run the STL facilities.

  • Act as the Facility Subject Matter Expert (SME) for critical and more complicated facility or equipment repairs.

  • Provide SME input to facility modifications, improvements, or repairs such as IT wiring, security alarms, cameras or access control systems, HVAC repairs or replacement, ventilation hood installation, special electrical wiring requirements for machine or equipment moves or new installations.

  • Provide SME input to the Facility Manager (FM) and Laboratory Manager on facility improvements, alterations and maintenance needed at all the STL facilities.

  • Provide FM with assistance in lease renewal preparation and facility budget tracking and planning.

  • Additional duties as directed by Management.

Qualifications

  • Bachelors' degree or equivalent training and experience, plus a minimum of 5 years of related and progressively responsible experience.

  • Excellent verbal and written communication skills.

  • Ability to lead and guide a diverse team of resources, which may include vendors and subcontractors to foster an atmosphere of collaboration and teamwork.

  • Strong technical and organizational skills with ability to multitask in a fast-paced environment.

  • Must have experience using Microsoft Office (Word, Excel, Visio and PowerPoint).

  • Must possess the ability to work under minimal supervision and be a self-starter.

  • Candidates with a current DOE Q or DOD TS clearance highly preferred.

  • The primary work location will be at the Special Technologies Laboratory (STL) located in Santa Barbara, CA.

  • Flexible work schedule can be negotiated with the manager; employees can work 5/8s, 9/80s, or 4/10 work-weeks.

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$79,705.60 - $127,524.80.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
