Job Description

OBJECTIVES:

  • The Strategic Procurement Manager is Key procurement business partner that works as a robust liaison for alignment between business strategy and Procurement activity. The job focus is to ensure cost-effectiveness, supply quality and compliance in the acquisition and deployment of goods and services in scope of China and Hong Kong.

  • The Strategic Procurement Manager (SPM) plans and leads category initiatives for China and Hong Kong, develops and implements regional category strategies for market facing spend categories as part of the wider Category Strategy. The SPM leads proactive category projects to support the delivery of regional procurement targets, spanning sourcing projects, demand management and process re-engineering to support the delivery of regional procurement targets, as well as supporting region-specific supplier performance and innovation activities.

  • The Strategic Procurement Manager will be the primary Business Partner (SPOC) for China business unit (BU) and Functions, ensuring GREFP activities at local level are aligned to region and category team planning

  • Strategic Procurement Manager develops and implements local strategies, in those categories not supported by Global/Regional team.

  • Strategic Procurement Manager will be responsible for ensuring that high-quality end-user service delivery is achieved by understanding local needs and calling on the appropriate resources within GREFP team to support this. They will be a critical on-site liaison to link Category teams, Takeda Business Solutions (TBS), Real Estate, Facilities and Security teams and China BU to ensure successful implementations.

ACCOUNTABILITIES:

  • Lead, develop and implement category strategies for areas of accountability across China and Hong Kong. Work with other SPM win the GEM/GPD region to share ideas and adapt what is applicable for China and Hong Kong.

  • Provides regional input to Global category strategies

  • Accountable for the targets delivery in China (Savings, Payment Terms improvement, Compliance…)

  • Lead and develop a pipeline of both category and China initiatives and opportunities to meet targets

  • Monitor progress of GREFP activities in China to provide regular updates to his/her business partners

  • Demonstrate leadership skills by working with TBS to ensure end-user requirements are translated into efficient sourcing activity

  • Collaborate with Center of Excellence (CoE) to support a robust approach to Supplier Performance & Innovation, systems, and tools

  • Lead and drive continuous improvement while ensuring compliance and improving efficiencies and effectiveness.

  • Lead internal communication in Takeda for area of responsibility by establishing strong relationships with key business partners such as China Lead Team, BU heads and others, be the single point of contact for senior stakeholders in China and Hong Kong while working closely with Global category managers, CoEs and TBS.

  • Leads external communication with Takeda Suppliers for area of responsibility and develop strong supplier relationship management model with Key Suppliers

  • Leads and drive continuous improvement agenda. Develop processes and policies (as applicable) which supports building a solid foundation for procurement, resulting to improving overall user buying experience

  • Accountable for China and Hong Kong end to end procurement initiatives, assign projects as required. Be a strong voice for China and Hong Kong to share successes and adopt best practices from other regions in GPD/ Global

  • Understand the challenges of the organization and awareness of Takeda’s future direction and business challenges to successfully adapting the appropriate strategies, structure, and approach to cost-effectively support the evolving needs

  • Create a culture of compliance internally and externally where everyone abides by Takeda’s Global Code of Conduct and Supplier Code of Conduct

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS:

Skill Requirements:

  • University degree

  • A minimum of 10 years’ experience in procurement and sourcing. Experiences in an international company with proven results of managing saving projects and negotiations is preferred

  • In depth knowledge of strategic sourcing, negotiating, contracting, strategic supplier management, supply chain and procurement

  • Indirect Category Management experience and expertise in Category Management principles and frameworks is highly advantageous (ie: Marketing, Meeting & Events, Consulting, HR services etc)

  • Solid experience of working in international matrix organizations across functions and cultures

  • Proven experience delivering innovative solutions that address business stakeholders’ needs

  • Excellent communication and people skills

  • Excellent business partnering skills and negotiation skills

  • Fluent in English and Mandarin both written & verbal

  • Work experience in Healthcare industries is preferred

T RAVEL REQUIREMENTS:
