Spearfish City - NCRC Building Official in Spearfish, South Dakota
Hiring range: $39.30 - $47.88 DOQ; Position range: $39.30 - $59.79 (salaried/exempt)
Job Summary: This position is responsible for overseeing and enforcing all aspects of building codes, construction standards, and safety regulations within the City and is various jurisdictions. This role ensures that construction projects comply with local, state, and federal laws, safeguarding the health, safety, and welfare of the public. The Building Official manages plan reviews, issues permits, conducts inspections, and provides guidance to contractors, developers, and the public. The position serves as a technical expert and advisor on building-related matters.
Major Duties:
Maintains a physical presence and reliable attendance with the ability to respond at all hours when necessary.
Plans, organizes, directs, and/or performs on-site inspection of residential, commercial, and industrial buildings within the City of Spearfish and its various jurisdictions.
Performs plan review and inspections for fire alarm and fire suppression systems; enforces the International Fire Code; performs fire alarm and fire suppression system inspections of commercial buildings; ensures compliance with NFPA standards.
Serves as ADA Coordinator; performs plan reviews and inspections according to ICC standards.
Performs plan reviews for commercial and residential structures; communicates all requirements for compliance to property owners, builders, contractors, engineers, architects, and the public at large; sets fees for building permits, as well as water and sewer tap fees, according to established formulas and standards.
Enforces compliance with adopted codes and ordinances, using all appropriate legal avenues, notifies property owners and/or builders, both verbally and in writing, as the situation may require; negotiates with interested parties to achieve solutions; attends governmental board meetings to provide information; testifies in court as needed.
Consults with architects, engineers, and others concerning the design of structures to ensure code compliance.
Coordinates contractor licensing.
Prepares budgets and helps estimate projections of costs and revenues in building permits, building inspections, and plan reviews.
Consults with personnel throughout the department, city, county, and state to remain aware of issues and challenges; attends and participates in professional conferences throughout the region.
Oversee the issuance of building permits and certificates of occupancy.
Act as the liaison between the City and construction community, resolving conflict and providing education on building code.
