Job Title : Project Manager Lead (NGA)

Job Summary:

EMCOR Government Services is seeking a Project Manager (PM) to lead our construction activities supporting the National Geospatial-Intelligence Agency (NGA) headquartered in Springfield, Virginia . The PM Lead is an essential member of a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR).

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • Serves as the Government’s first point of contact for all WSC services requirements at NGA Washington locations and facilities.

  • Oversees all contractor workforce support operations, including:

  • Visitor management and control

  • Escort management

  • Workforce in- and out-processing

  • Scheduling/conducting security briefings

  • Issuance of identification credentials (e.g. Common Access Card (CAC))

  • Passing/receiving clearance information to/from government and industry partners

  • Oversees utilization of the Computerized Maintenance Management System (CMMS) ARCHIBUS to support NGA facilities operations. This includes:

  • Work order management

  • Work reception

  • Creation/deletion of records

  • Preventative maintenance and work order scheduling

  • Ensures workforce support operations meet service demands, objectives, and quality and safety requirements.

  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.

  • Meets regularly with the customer, vendors and subcontractor partners to discuss logistics operations, performance, schedule, and budget.

  • When required, develops and implements corrective plans of action and milestones designed to return service and performance levels per contract requirements.

  • Develops and submits status and performance reports and evaluations to the customer and to higher EGS authority.

  • Maintains good order and discipline among the staff and takes corrective action when necessary to address issues or concerns.

Qualifications

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

  • At least 4 years of experience managing workforce support services in support of a large workforce (1,000 +) working in multiple facilities at multiple sites.

  • Demonstrated knowledge and experience with the ARCHIBUS Computerized Maintenance Management System (CMMS).

  • Demonstrated knowledge and experience with the Defense Information System for Security (DISS), Scattered Castles and PeopleSoft software.

  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.

  • Demonstrated ability to manage in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.

  • Demonstrated personnel management experience with both organic and subcontractor staff.

  • Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.

  • A bachelor’s degree from an accredited university in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field is desired.

  • Strong technical knowledge of facilities maintenance and operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations is desired.

  • Valid Driver’s License required.
