This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.

As an Enterprise Portfolio and Planning Manager, you will manage multiple functions within Minnesota Justice Information Systems (MNJIS) which include portfolio, program, project, and technical product management within an Agile organization. This position provides technical and strategic direction in support of the MNJIS division leadership team at the BCA and provides management and oversight to IT staff and contractors who are responsible for portfolio, program, project, and technical product management.

You will be responsible for developing short and long-term goals for your assigned areas and will contributes to long-term, organizational planning by creating the MNJIS four-year strategic plans and implementing strategies to meet MNJIS, BCA, DPS, and MNIT strategic goals.

This position requires an employee to be onsite at the work location 3 days per week.

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependenciesin St Paul, Minnesota.

Minimum Qualifications

Candidates must clearly demonstrate all of following qualifications on their resume:

This position requires minimum of five (5) years of experience in a complex IT development environment planning, designing, developing, implementing, and maintaining IT systems and services, including two (2) years of supervisory experience. Supervisory experience should cover multiple areas such as: selecting, orienting, and training employees; coaching, counseling, and performance managing employees; planning, monitoring, and appraising job results, etc. Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

Experience must include:

  • Principlesofinformationmanagementsystems,theirdevelopmentdesign,andapplication.

  • Systems development methodologies, information systems analysis and design.

  • Project, program, and portfolio management methodologies to deliver and track projects including financial, execution, operational efficiency, business value, risk evaluation, and stake-holder relevant metrics.

  • Development of technology product roadmaps which include IT specific initiatives such as software upgrades and data migrations, adding or changing infrastructure components, moving to a new platform, etc.

  • Strong understanding and use of Agile frameworks (e.g., Scrum, Kanban, etc.) and methodologies for managing initiatives with an Agile environment.

  • Abilitytodelivereffectiveverbalorwrittenmessagesthatfacilitateamutualunderstandingonbothparties.

  • Customerserviceskillsthatincludeactivelistening,empathy,andproblem-solving.

Preferred Qualifications

  • Bachelor's degree or higher in Computer Science, Information Technology, or related field.

  • Experience working in an environment with strict regulatory, security, and compliance requirements such as law enforcement or criminal justice systems.

  • Abilitytocommunicateeffectivelywithdiversestakeholders(bothtechnicalandnon-technical)including,butnotlimitedto,staff, agency peers, agency management, and customer groups using a variety of communication styles and approaches.

  • Knowledgeandexperiencewithadvancedsupervision,staffdevelopment,teamdevelopment,programmanagementand evaluation.

  • Groupfacilitation/managementskills,includingtheabilitytoresolveconflictsthroughnegotiation,influencing,persuasion,and consensus building.

  • Strongabilitytoidentify,conceptualize,analyze,andsolveabroadrangeofcomplexproblemsandrecommendeffectiveand integrated solutions.

  • Ability to plan strategically, appropriately, and effectively set priorities, and adapt to a quickly changing environment.
