This position is located at Central Office in St. Paul, Minnesota. The position will have the flexibility to telecommute, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. Incumbent may be expected to work in the office on occasion.
Under administrative direction, this position plans and conducts complex information technology and systems audits. This position performs analysis of high risk MnDOT technology systems, hardware, software, and all other IT related activities. Audits are performed in accordance with generally accepted government auditing standards and relevant IT standards. This position also assists the Internal Audit & Internal Controls supervisor and Office of Audit management with implementation, direction, and training related to IT systems used within the Office of Audit.
Responsibilities include:
Plan, lead and conduct audits, special reviews, and investigations of technically complex information technology & systems to assess the status of the agency’s IT systems, activities, and operations.
Develop comprehensive audit plans that includes an appropriate objective, scope, and methodology based on generally accepted government auditing standards and MnDOT/Office of Audit objectives.
Act in a consultation role, as requested, by office leadership for office or agency consideration of appropriate internal controls related to IT Systems, information security, and records retention.
Assess the effectiveness of risk management processes related to IT systems. Provide recommendations for mitigating risks and improving the overall control environment.

Minimum Qualifications
Three years of professional experience demonstrating the following:
Experience using computer hardware, software, networks, and cloud computing.
Experience applying IT standards, principles, and frameworks such as NIST, COBIT, GDPR, or COSO.
Experience applying risk assessment and internal control methodologies.
Experience applying audit and testing methodologies.
Preferred Qualifications
Accreditation as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Construction Auditor (CCA), Certified Fraud Examiner (CFE) Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM) or Certified Information Systems Security Professional (CISSP).
Demonstrated knowledge of generally accepted government auditing standards (Yellow Book) and/or the Standards for Internal Control in the Federal Government (Green Book).
Knowledge of or experience with a Department of Transportation (DOT) and/or the Code of Federal Regulations applicable to DOT’s.
