Air National Guard LOGISTICS MANAGEMENT SPECIALIST in Tyndall AFB, Florida

Summary The primary purpose of this position is to serve as a Logistics Readiness planner and program analyst with responsibility as the Air Force component Continental United States NORAD Region (CONR)- Air Forces Northern (AFNORTH) and Air Forces Space (AFSPACE). Responsibilities Coordinates logistics requirements and capabilities for Homeland Defense (HLD) and Defense Support to Civil Authorities (DSCA) at various command levels to include HQ USAF, USNORTHCOM, Major Commands, National Guard Bureau, and United States Air Force (USAF) installations in the NORTHCOM Area of Responsibility (AOR). Represents the directorate as logistics readiness and deployment subject matter expert at various levels including Air Staff, NORAD/NORTHCOM, MAJCOMS, NGB, CONR-1AF(AFNORTH/AFSPACE) Staff and USAF installations. Manages, administers and conducts logistics planning. Manages, analyzes and administers logistics readiness, associated systems, and required reports. Reviews plans and administers logistics programs, to ensure compliance with legal and regulatory requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, General Schedule General Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of a wide range of Air Force, federal, and state agency logistics concepts, principles practices, procedures, regulations and laws applicable to a full range of logistics management responsibilities. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of work assignments and/or to identify, analyze and resolve logistics management issues or problems. Knowledge of Air Force and joint doctrine, command and control and operational concepts with particular emphasis on Homeland Defense Operations and Defense Support to Civil Authorities. Knowledge of a wide range of logistics concepts in warehousing, transportation, fleet management, supply, fuels, and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of CONR (AFNORTH/AFSPACE) strategic visions, to evaluate overall logistics process effectiveness, and to recommend methods to help CONR-1AF (AFNORTH/AFSPACE) optimize use of resources and maximize efficiency and effectiveness. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and recommend improvements. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics management that includes planning, coordinating, logistics readiness, deployment and reception, war reserve materiel, In Garrison Expeditionary Site Plans, sustainment, redeployment, air terminal operations, and logistics command and control. 2. Knowledge of Air Force and joint doctrine, cornn1and and control, and operational concepts with particular emphasis on Homeland Defense and Defense Support to Civil Authorities is desirable. 3. Knowledge of Adaptive, Crisis Action and Contingency planning processes and procedures is desirable. 4. Knowledge of Unit Type Codes, JOPES, Deliberate Crisis Action Planning Execution Segment, Air Expeditionary Force Reporting Tool, and In Transit Visibility systems is desirable. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to prepare and present presentations and deal effectively with various levels of management. Ability to identify analyze, and translate information, make appropriate judgments, and evaluate options concerning logistics readiness. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
