General Summary

Manages the execution of responses for U.S. Government issued Requests for Proposal (RFP). The Program Support Specialist participates in the full life cycle of the proposal process and works closely with the Project Managers and/or subcontractors to produce the final proposal document and follow-up on customer requests under strict deadlines.

Essential Duties and Responsibilities

  • Upon receipt of Requests for Proposal (RFP), conduct proper documents control/entry into various electronic systems (e.g. Procore, Teams) to enable tracking and team collaboration during bidding.

  • Upon receipt of RFP any revisions/amendments, conduct proper documents control/entry into aforementioned electronic systems.

  • Ensure compliance with proposal submission requirements and deadlines by submitting proposals in a timely manner to the appropriate clients.

  • Manage proposal production, including formatting, and graphics.

  • Review and edit proposal content, ensuring clarity, consistency, and alignment with client and SOW requirements.

  • Enter approved pricing into Government-provided forms in accordance with RFP requirements.

  • Assist with the development of proposals in response to requests for proposals (RFPs) their amendments, and Modification requests.

  • Develop compliance matrices and proposal templates as necessary.

  • Review and edit proposal content, ensuring clarity, consistency, and alignment with client and SOW requirements.

  • Review and analyze proposal requirements, clarify ambiguities, and ensure the addressing of client questions or concerns.

  • Enter approved pricing into Government-provided forms in accordance with RFP requirements.

  • Coordinate and assist with proposal debriefs and lessons learned sessions to improve future proposal efforts.

Knowledge, Experience and Skill Requirements

  • Excellent proposal and project management skills with the ability to interface with executive management.

  • Excellent verbal and written communication skills.

  • Ability to work in a fast-paced environment while managing multiple proposals and tasks with competing priorities.

  • Proficient in full Microsoft Office suite of products, including Word, Excel, PowerPoint, Project, SharePoint, and Teams.

  • Knowledge of Bid and Proposal best practices is highly desirable.

Work Experience

A minimum of 3 years of relevant work experience in proposal development, preferably managing solicitation responses for U.S. Government clients, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
