GENERAL DESCRIPTION:

Are you looking for a change of pace or a new opportunity to expand your professional experience? The Wyoming Attorney General's Office is seeking a highly motivated, organized, professional applicants for a Public Relations Specialist in the Division of Victim Services (DVS).

Under limited supervision provided by DVS, the responsibility of this position is to coordinate public relations for and administer the Safe2Tell Wyoming program. This position will produce informational material and distribute it by means of social media, printed media, public presentations, and educational outreach. This position will coordinate and collaborate with schools and agencies statewide to maintain, review, and promote the Safe2Tell Wyoming program. This position will serve as the lead liaison to provide information to the Governor's Office and the State Legislature on current data and usage updates on the Safe2Tell Wyoming program. This position will require extensive in-state travel and involves supervising the subordinate Safe2Tell position.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serve as the lead Safe2Tell personnel and statewide representative of the program on behalf of the State of Wyoming.

  • Creating and establishing public relations with various statewide stakeholders.

  • Advising the Division of Victim Services; the Attorney General's Office; and the Governor's Office on public involvement in the Safe2Tell program and how to enhance and expand the reach of the program statewide.

  • Be able to make recommendations to the Division of Victim Services, the Attorney General's' Office, and the Governor's Office on substantive changes to reflect emerging trends as derived from Safe2Tell data.

  • Develop studies on "trends" in the types of reports made to the Safe2Tell program, and use the study to make informed decisions on the future of the Sate2Tell program.

  • Works with the media (print & broadcast) to proactively promote the mission and purpose of the Safe2Tell Wyoming program; responds to requests for interviews and news coverages of events that impact the Safe2Tell Wyoming program.

  • Approves all written press releases drafted by subordinate Safe2Tell position.

  • Direct the planning and execution of a viable Safe2Tell information programming, including media plan and calendar, news releases, preparation of editorials, responses to inquiries, speeches, and internal information products.

  • Supports the program in various manners including written correspondence, presentations, public speaking, and updates to the state legislature and members of the executive branch.

  • Train and distribute materials on the Safe2Tell program to all 23 counties in the state.

  • Contract with a vendor to supply a robust data collection site for Safe2Tell.

  • Create and implement an outreach plan for Safe2Tell.

  • Develop a strategic plan related to promoting Safe2Tell and its mission.

  • Oversee the development and maintain all bids for new printed materials.

  • Develop lesson plans and training techniques to effectively educate the public on the Safe2Tell program.

  • Maintain equipment used and travel responsibly throughout the state.

  • Follows supervised protocols, i.e. daily reports, electronic communications, and DVS's recommendations.

  • Act as Safe2Tell liaison to the public.

  • Develop and administer a budget for the Safe2Tell program. Budget for the program on a biennium basis to address travel costs; the purchasing of promotional material; and other needs of the program within the parameters of the program funding.

  • Develop a bi-annual strategic plan for the Safe2Tell program to seek out appropriate funding levels. Write grants to secure ongoing funding to support the Safe2Tell Wyoming program on an annual or as-needed basis.

Qualifications

PREFERENCES:

Preference will be given to those with experience in a public relations and/or marketing-related field.

KNOWLEDGE:

  • Knowledge and experience in program management.

  • Knowledge and experience with public relations.

  • Knowledge and experience in strategic planning.

  • General knowledge of computer-based applications, web-based applications, and social media applications.

  • Specific knowledge of Microsoft Word, Excel, and Adobe.

  • Ability to design and present by PowerPoint.

  • Skills in public speaking.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Public Relations)

Experience:

0-3 years of progressive work experience (typically in public relations) with acquired knowledge at the level of a Public Relations Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist II

PHYSICAL WORKING CONDITIONS:

  • Traveling in a vehicle for lengths at a time

  • Sitting and standing

NOTES:

  • FLSA: Non-Exempt

  • Travel in-state over 50% of the time

  • Successful applicants must pass a background investigation and credit check.
