GENERAL DESCRIPTION:

The Rural Forestry Assistance Program Manager will provide statewide assistance, guidance and direction for the Forest Stewardship, Forest Legacy, and Living Snow Fence Programs; in cooperation with local, state, and federal partners to accomplish management planning, grant administration, technical assistance, outreach and education. This position serves on national, regional, and state committees, workgroups, and taskforces to develop recommendations on program policy and direction. Represents the Division in national, regional, and state meetings and conferences, programmatic reviews, quality assurance inspections, and audits. This position will develop and manage budgets for statewide programs, and administer federal grants including budgets, implementation, accomplishment reporting, and documentation. The Rural Forestry Assistance Programs Manager exercises independent judgment and functions with minimal supervision.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

• Oversees statewide Forest Stewardship Program, a national program, the purpose of which is to encourage the long-term stewardship of important state and private forest landscapes by assisting landowners to more actively manage their forest and related resources. The program provides education, management planning, and technical assistance to forest landowners, including the development of multi-resource management plans, workshops, seminars, and other educational efforts.

• Oversees statewide Forest Legacy Program, a national program, the purpose of which is to identify and protect environmentally important private forestlands that are threatened by conversion to nonforest uses and provide the opportunity for the continuation of traditional forest uses such as forest management activities and outdoor recreation.

• Oversees statewide Living Snow Fence Program, a cooperative effort between the Wyoming Department of Transportation, Wyoming State Forestry Division, local Conservation Districts, and private landowners to implement windbreak plantings for the purpose of snow catchment along State highways. Living Snow Fence plantings enhance State and County efforts to keep roads safe and open during periods of adverse winter weather while reducing highway maintenance expenditures.

• Administers a complex grant portfolio, ensuring accountability and compliance with all grant, programmatic, and fiscal requirements. Develops competitive grant applications and works with partners and subrecipients to implement projects in a manner consistent with programmatic guidelines and grant requirements. Tracks programmatic and project accomplishments and ensures complete and timely reporting.

Qualifications

KNOWLEDGE:

• Knowledge of forest management and planning, silvicultural techniques, best management practices, and use of technology

• Knowledge of the Public Land Survey System (PLSS), land titles and records, and land conveyance

• Knowledge of common forest health issues affecting various tree species

• Knowledge of agroforestry practices and applications related to the successful establishment of windbreaks and living snow fences in an arid environment

• Knowledge of Geographic Information Systems (GIS), ArcGIS desktop, or ArcGIS Pro

• Knowledge of grant administration

• Knowledge of fiscal and accounting procedures

• Knowledge and skills in establishing and adhering to budgets

• Skills in presenting to various audiences

• Excellent interpersonal skills

• Ability to communicate effectively verbally and in writing with diverse groups

• Ability to exercise independent judgment and work with minimal supervision

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Forestry)

Experience:

0-3 years of progressive work experience (typically in Forestry) with acquired knowledge at the level of a Forestry Specialist

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Forestry)

with acquired knowledge at the level of a Forestry Specialist
