GENERAL DESCRIPTION:

Actively support and oversee IT resources and programs for the Wyoming Property Tax Division which includes the administration and management of the Wyoming Computer Assisted Mass Appraisal (CAMA) program for all twenty-three county assessors.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • The Property Tax Division manages the technology behind Wyoming's Computer Assisted Mass Appraisal (CAMA) system. This includes managing database/application servers, software testing/deployment, and customer service statewide.

  • Actively support a variety of databases using Oracle, MySQL, and Microsoft Access. This function includes all administrative tasks regarding the daily upkeep of the databases, which includes performing upgrades, patches, monitoring and correcting system errors, performance monitoring, security hardening, interoperability with other county and state applications, data uniformity, and management of Division information and resources.

  • Assist in the development and management of applications for the Property Tax Division.

  • Perform other duties as assigned.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

**Candidates will be required to obtain Professional Appraisal Designation/Certification, as defined by W. S. 18-3-201 through 18-3-204 and W. S. 39-11-102(b)

KNOWLEDGE:

  • The ability to learn a broad-based range of IT-related disciplines, including hardware support, network troubleshooting, software development, and support. Preference will be given to candidates with knowledge and experience in any of the following: database design and administration; software programming; general hardware support, networking fundamentals, web design, or Geographic Information Systems (GIS).

  • Knowledge in the development and maintenance of database platforms, including Oracle, MySQL, MS SQL server, and Microsoft Access.

  • Familiarity with any of the following programming languages; SQL, Visual Basic, VB .Net, Python, PL/SQL, MS Visual Basic for Applications, Windows batch scripting, power shell, etc.

  • Ability to assist in managing large, complex IT projects in a close-knit team environment. Ability to carry out assigned tasks with little or no supervision. Ability to work in the very technical aspects of the job, while being able to convey context and meaning to a very non-technical group of users.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Computer Technology)

Experience:

1-2 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Computer Technology Business Applications Analyst

PHYSICAL WORKING CONDITIONS:

  • Typical office environment.

  • Occasional statewide travel is required.
