Veterans Benefits Administration Training Administrator in United States

Summary The incumbent serves as Training Administrator within the Office of Human Capital Services aligned to the Training Management and Performance Improvement (TMPI) division within the Veterans Benefits Administration (VBA). Responsibilities Performs a wide variety of training program administration and project management duties on complex multi-month or multi-year training projects, project oversight and other initiatives necessary to assure effective training programs. Performs full range of training program administration duties associated with planning, coordination, logistics, deployment, and evaluation of nationwide training programs. Participates in the planning, development, scheduling, and coordination implementation of the TMPI training resources and/or allocations required to conduct training sessions and programs. Responsible for preparing training materials and delivering instruction on the VBA Training Systems Framework and other training related topics of interest with the goal of improving knowledge of personnel with training responsibilities. Assist in planning, coordination, management and execution of multiple HCS annual training symposiums and events to a variety of different target audiences and participants. Performs duties as primary and/or back up project manager as appropriate with oversight from the Task Order Program Manager and Deputy Director as required. Develops and delivers white papers, briefings, and reporting on projects as necessary. Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Experience Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Specialized Experience: In addition to meeting the Individual Occupation Requirements above GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: Providing management advisory and consultant services on a wide range of training related matters; Assessing training needs to develop training course materials, and Evaluation of training results; and analyzing training programs to provide recommendations for improvement. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience. Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Compressed/Flexible and Alternate work schedules may be available. Physical Requirements: The work is sedentary. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-12. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
