U.S. Capitol Police Asset Management Specialist in Washington DC, District Of Columbia

Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located in the Property and Asset ManagementĪ€t Division, Office of Logistical Services, Office of the Chief Administrative Officer, in the United States Capitol Police. The primary mission of the USCP is to protect life and property; prevent, detect, and investigate criminal acts; and enforce traffic regulations throughout a large complex of congressional buildings, parks, and thoroughfares. The Property and Asset Management Division provides office supplies, equipment and materials, property accountability, inventory control, and related acquisition planning, central receiving, distribution, storage, utilization, maintenance, re-utilization, mail services, life support logistics planning and execution, and disposal services. The Property and Asset Management Division provides cost-effective and systematic processes for developing, operating, maintaining, upgrading, and disposing of assets. The Property and Asset Management Division oversees the following program areas; Inventory and Asset Management; Uniforms and Equipment; Shipping and Receiving; Property Re-utilization and Disposal; Weapon and Ammunition; and Lost and Found. The incumbent is responsible for overseeing the logistics support mission consisting of Officer Life Support requirements, commodity distribution, routine events, special events, and emergency operation logistical functions. The incumbent plans, coordinates, and executes logistical requirements based on operational needs. Participates in event planning, and walkthroughs and provides logistical feedback to stakeholders. Supports outside duty hour logistical requirements. Oversees storage facilities in receipt, storage, preservation, disposal and the issue of commodities, equipment, arms, ammunition, explosives, and chemical weapons. Briefs high-ranking officials and other staff on logistical support and disposal services and issues and provide recommendations as necessary. Maintains an understanding and the ability to support ordnance-related operational support services and acts as a Department liaison for the collection of property from outside entities. Manages the Personal Property Asset Disposal Program by overseeing the redistribution and disposal of surplus USCP property. Implements procedures and monitors conformance with established policies relating to personal property disposal management. Provides guidance and advice to all USCP offices on the disposal of property. Manages the internal and external property transfers for the Department. Manages the Lost and Found and Prisoner Property Disposition Programs for the Department. Oversee the complete auction process for the sale of surplus property. Oversee contracts for auctioneers, storage facilities, and moving and towing companies for the disposal of property. Independently provides Asset Management oversight and direction to assigned Divisions/Units. Responsible for the barcoding, inventory, delivery, documentation, periodic audit, reconciliation, excess, and disposition of assets for assigned Divisions/Units. Performs a variety of asset management duties involving many different and unrelated processes and methods. Performs and leads the full range of technical equipment management duties in the areas of equipment accountability including acquisition, utilization, identification, inventory control, and disposition of all equipment. Ensures that all property and equipment items are used for the purpose procured and intended and are properly maintained and accounted for according to laws, regulations, and policies. Develops inventory controls and procedures to ensure proper protection, security, and maintenance. Oversees the disposition of hazardous materials including arms, ammunition, explosives, chemical, non-lethal weaponry, nerve agent antidotes, and other chemical-based hazardous materials. Requirements Conditions of Employment You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. For the CP-07/GS-09 level includes one (1) year of specialized experience equivalent to at least CP-06 / GS-08, level. Specialized experience for this position is defined as experience: 1.Ability to perform inventory management. 2. Ability to communicate and interact collaboratively with others. 3. Ability to use computerized search tools, databases and functions. 4. Ability to interpret and apply a variety of guidelines and/or regulations. 5. Ability to plan and execute work. For the CP-08/GS-10 you must have one (1) year of specialized experience equivalent to the next lower grade CP-07/ GS-09, as described above AND 1. Maintaining inventory control records in an automated system. 2. Managing a property management program and determining the means and methods to resolve issues and improve operations. 3. Determining required sources of equipment, researching and analyzing information to include tracing sequences of inventory management transactions. 4. Advising on the management, control and accountability of equipment in use. All eligibility requirements must be met by the closing date of the vacancy announcement. Criminal History Check -- Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment. Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification. Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
