Job Summary

The Manager, Facilities Alterations, Operations & Maintenance provides oversight of the Facilities Alterations, Operations and Maintenance Department which include ensuring safe and continuous reliable operation of the facilities and compliance with all appropriate state, local and federal regulations. Additionally, the Manager provides services such as building automation controls and energy management, electrical construction and distribution, utilities, mechanical systems repairs and replacements, EPA conforming refrigerant management, coordination and management of mechanical contracting services, facilities modernization and support to research department specialty systems and equipment.

Responsibilities

  • Establishes department goals, determines priorities, implements plans, monitors progress and modifies plans for the group. Prepares, establishes, and monitors budgets, schedules, staffing levels, and material costs.

  • Performs general management activities such as recruiting, selecting, promoting, compensating, appraising and terminating staff within the one-over-one approval process. Provides leadership and coaching to direct and motivate staff and counsels staff on job-related matters.

  • Directs activities for maintenance, craft, construction, and operations personnel. Ensures work performed is integrated with site operations and performed in a safe and effective manner.

  • Develops and implements an effective preventive maintenance program using the site’s computerized maintenance management system (CMMS); performs preventive/predictive maintenance and repairs, and monitors and records effectiveness of maintenance activities; takes corrective actions when necessary to ensure the safety and reliability of critical systems.

  • Advises management and staff on the services provided by the group. Defines actual and potential facilities problems that have or will have a serious impact. Suggests corrective actions and directs actions within budget. May personally respond to complaints and customer concerns.

  • Searches for, creates and applies new methods, techniques or processes to improve efficiency of operations of the group. Ensures that facility documents and records are maintained.

  • Directs, with project management support from the Manager, Facilities Planning, Engineering, and Construction, the management and coordination of the energy management activities to promote energy conservation, as well as ensure investments in energy related equipment and systems to provide maximum return on investment.

  • Oversees utility budgets (water, sewer, gas, and electric) developed by the Energy Program Manager. Coordinates energy conservation and sustainability initiatives to reduce utility costs and carbon footprint.

  • Oversees the management for facilities alterations and maintenance. Provides management and support of activities required to meet Battelle’s long-range goals of utilizing space and continued leasing of some Battelle facilities, as well as construction and maintenance activities associated with building exteriors and grounds, including roofs, roads, parking lots, and walkways.

Responsibilities

  • Supports all aspects of Facilities operations and maintenance, including mechanical, plumbing, electrical, general building maintenance and may include alterations projects and project management of small to medium cost capital improvements projects.

  • Serves as a technical focal point responsible for applying expertise to maintain the design basis, management and control configuration, and performance of critical facilities.

  • Manages landscaping and snow removal services contracts.

  • Advises and provides operations management input to Engineering and Construction Management group on life cycle costs and maintainability of major infrastructure systems. Advises on existing system capacity and performance parameters in support of new facility projects and renovations.

  • Participates as a member of the Emergency Operations Committee and advises EOC and Crisis Manager on matters related to critical system operations and isolation of systems during emergencies and drills. Also, supports Incident Command System during emergencies and drills.

  • May manage the Instrumentation Services Laboratory (ISL) and the International Organization for Standardization (ISO) 17025 accreditation providing instrument calibration services for equipment. Ensures the calibrations are performed to the ISO 17025 standard, that the ISL is inspected and accredited by the American Association for Laboratory Accreditation (A2LA), and that the calibration documentations and records management/retention are maintained and filed.

  • May manage the ISL equipment loan service which provides a shared resource for meeting short term instrument and equipment needs. Ensures the loan pool equipment is calibrated and maintained to the same ISO 17025 standard.

Key Qualifications

  • Bachelor’s degree in Engineering; 10 years of applicable experience; or an equivalent combination of education and or experience in a related field.

  • Experience in facility related operations in a laboratory environment.

  • Demonstrated ability to guide, direct and manage business and operation activities.

  • Knowledge of general business planning and administration, project management, quality assurance, and environmental, safety and health policies and procedures (knowledge of Battelle operations a plus).

  • Must possess thorough engineering knowledge of technical and regulatory requirements for a laboratory operation.

  • Experience and expertise in energy management including purchasing fuel, electricity, and in using computerized maintenance management system.

  • Proven capability to establish effective working relationships within a matrixed organization.

  • Strong interpersonal skills (including team-building skills).

  • Refined oral and written communication skills.

  • Must be eligible to obtain and maintain a DOD Secret clearance.
