THE PUBLIC WORKS OPERATIONS & MAINTENANCE DEPARTMENT
The West Sacramento Public Works Operations & Maintenance Department is responsible for the operation and maintenance of the City's infrastructure. This department encompasses the areas of Water Treatment, Utility Maintenance (Water Distribution, Sewer Collection, Road Maintenance, Storm Water), and Facility/Fleet/Equipment Maintenance.
THE POSITION
The ideal candidate for the Director of Public Works Operations & Maintenance will possess a strong background in the operation and maintenance of streets, utilities, water treatment and distribution, and facilities. An energetic, self-motivated, results oriented leader who can create and implement an innovative culture and can work with staff to develop and implement the department and City initiatives. A dependable and committed team player, both within the department and as a member of the City's executive management team.
At least ten years of responsible supervisory or administrative experience in maintenance operations, or working in a corporation yard environment managing the day to day operations.

DEFINITION: The Director of Public Works Operations and Maintenance organizes, coordinates, and directs the functions of the Public Works Operations and Maintenance Department which includes utilities and road maintenance, facilities and fleet maintenance, and water operations. The Director of Public Works Operations and Maintenance is an at-will positions that is appointed by and sits at the pleasure of the City Manager.
SUPERVISION RECEIVED AND EXERCISED: The Director of Public Works Operations and Maintenance receives direction from the City Manager and has responsibility for providing direct supervision over professional, technical, administrative and supervisory staff.
CLASS CHARACTERISTICS: This is a single, department head level position. The incumbent reports to the City Manager and has responsibility for providing daily supervision to department staff.
EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Plans, organizes, assigns and directs the activities, operation, maintenance and programs of the Public Works Operations and Maintenance Department which includes the maintenance and repair of City infrastructure, operation of the domestic water treatment, storage and transmission systems (water, storm water and sewer), pumping and treatment systems.
Establishes performance measures for each subordinate Superintendent to indicate yearly accomplishments and to set yearly goals.
Establishes, implements and evaluates department goals, priorities, objectives, policies and procedures including City Council Strategic Plans.
Determines the need for new equipment and facilities, major repair, rebuilding projects, and reviews and evaluates large purchases and financing.
Coordinates the activities of the department with those of other city departments and public agencies.
Ensures compliance with pertinent federal, state and local laws and regulations with particular focus on water related regulations.
Assigns work activities, projects, and programs and monitors work flow.
Reviews and evaluates work products, methods, and procedures produced by Superintendents and subordinate staff.
Prepares or directs the preparation of a variety of reports, correspondence and special studies including Council reports and annual State and Federal reports.
Directs the preparation, justification, and administration of the departmental budget.
Directs the selection, development, supervision, evaluation and discipline of department staff.
Responds to difficult citizen inquires and complaints.
Represents the City and the Department to outside groups and organizations.
EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor's Degree from an accredited college or university in engineering, public or business administration or related field.
Experience: Ten (10) years of increasingly responsible experience in public works administration, operations, or related field, including three (3) years of supervisory experience.
LICENSES AND CERTIFICATES: Possession of a valid California driver's license.
WORKING CONDITIONS: Serves as staff to City Council, boards and commissions and will be required to attend off-hour meetings.
PHYSICAL DEMANDS: Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties. Manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or equipment for distances up to 50 feet.
ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.
An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
