VETERAN SERVICES SPECIALIST

General Statement of Duties

Performs a variety of administrative work to assist veterans and their families in the County.

Distinguishing Features of the Class

An employee in this class provides coordination of benefits for veterans and their dependents; interprets and applies benefits requirements for pensions, compensations, medical services, refers rehabilitation training, death benefits, and other special provisions. Work also involves establishing and maintaining appropriate records and reports, assistance in filing appeals. Technical and detailed knowledge, and independent initiative and judgment are required. Work is supervised by the Veteran Services Officer, and is evaluated through conferences, results of work, reports, and public feedback and oversight by the NC Department of Military and Veterans Affairs (NCDMVA).

Duties and Responsibilities

Essential Duties and Tasks

Counsels veterans and their dependents and assist in applying to the Veterans Administration for pension, compensation, and medical services, death benefits, and other benefits.

Assists veterans with disability applications and assuring that necessary records, medical reports, and materials are collected and submitted.

Refers dependent children in applying for educational benefits and scholarship from the NC Department of Veterans Administration for children and wartime veterans.

Assists with a wide variety of paperwork processing and expediting.

Attends and participates in various veterans organizations and meetings as requested.

Refers the provision of social services to veterans and their dependents with a wide variety of social services and community agencies.

Interprets, applies, explains, and researches various regulations and benefits.

Clarifies problems and claims by contacting national, regional, state, and district veteran representatives, discussing the options and resolving the issues.

Establishes and maintains a variety of records and reports.

Maintains current knowledge of constantly changing laws, regulations and procedures that affect veterans' benefits.

Recruitment and Selection Guidelines

Knowledge, Skills and Abilities

Thorough knowledge of federal procedures, and regulations pertaining to the various veterans service programs and benefits.

Thorough knowledge of resources available for veterans and their dependents.

General knowledge of medical terminology.

Ability to interpret, apply and explain regulations, procedures, and benefits to specific veterans problems.

Ability to communicate effectively in written and oral form.

Ability to effectively utilize computer software specifically associated with veterans as well as word processing.

Ability to communicate effectively with veterans and civic groups.

Ability to plan and organize work to meet deadlines and governmental requirements.

Ability to establish and maintain effective working relationships with County officials, veterans and their dependents, a variety of social services agencies, and employees.

Physical Requirements

Must be able to perform the physical life functions of stooping, reaching, walking, fingering, grasping, talking, hearing, and repetitive motions.

Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.

Must possess visual acuity to prepare and analyze data and figures, to perform extensive reading and to operate a computer.

Desirable Education and Experience

G aduation from high school and extensive experience with social services or other program administration and/or coordination; or an equivalent combination of education and experience.

Special Requirement

NC Drivers License

Pass Federal Background Check.

Ability to attain initial accreditation for Benefits Delivery Network within six months.

Successful completion of certification by the NCDMVA.

Overnight training and travel. Works occasional weekends, evenings and holidays as needed.
