Centers for Medicare & Medicaid Services Human Resources Specialist (COMPENSATION) in Woodlawn, Maryland

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Division of Pay and Benefits (DPB). As a Human Resources Specialist (COMPENSATION), GS-0201-13, you will serve as principal advisor on other HR issues impacting employee pay related to the voluntary leave transfer program, employee benefits and retirements, time and attendance, etc. Responsibilities Responds to requests from the organizations for estimates of liability (i.e. back pay or debt calculations; proposed actions or settlements, providing a number of scenarios orĀ· possibilities. Advises on discrepancies involving inaccurate time and attendance records, overpayments and underpayments, data errors, etc. Assists the organization's finance and accounting office (DFAS) in providing a variety of payroll information/data that has been requested by independent auditing firms conducting audits. Provides advice and guidance to employees and managers concerning a wide variety of leave and pay issues. Provides definitive answers involving complex questions on debt management and collection, alimony and child support, cash awards, garnishments, benefit deductions, Thrift Savings Plan contributions and government matching, etc... In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Advising on employee leave entitlements, leave accounting processes, pay, compensation and time and attendance; 2) Using and advising on applicable pay, compensation, and time and attendance systems (i.e. DFAS, ITAS, BIIS, ECHM, eOPF, etc.); AND 3) Researching, analyzing, and resolving technical issues related to employee leave entitlements, pay, compensation, leave accounting processes, and time and attendance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
